Project Manager – Cooperation Section

About the role

The European Union Delegation to Paraguay seeks a qualified Project Manager to join its eight‑person Cooperation Section. The role supports the implementation of Global Gateway initiatives and the EU‑Mercosur Agreement.

Key responsibilities

• Analyse trade trends, monitor market‑access issues and advise on EU‑Mercosur Agreement implementation in liaison with the EU Trade Team.
• Support political and policy dialogue with ministries, regional partners, civil society and private‑sector stakeholders.
• Identify, formulate and monitor cooperation initiatives, manage procurement, calls for proposals, draft financing agreements and evaluate project performance.
• Ensure financial and administrative data accuracy, documentation compliance and operational checks.

Required profile

• University degree in Economics or a related discipline.
• Minimum five years of relevant experience.
• C1‑level fluency in English and Spanish (written and spoken).
• Valid Paraguayan work authorization.

Required skills

• Proficiency in MS Office (Word, Excel, PowerPoint).
• Familiarity with modern AI tools.

What we offer

• Fixed‑term contract for two years, renewable subject to budget and operational needs.
• Base salary starting from 25,000,000 PYG, dependent on experience.
