Technology Needs Specialist Consultant – PAF Paraguay

About the role

The United Nations Environment Programme (UNEP) seeks a Technology Needs Specialist Consultant to support Paraguay in identifying and prioritising AFOLU (Agriculture, Forestry and Other Land Use) technology needs aligned with the country's NDC 3.0 and the UNFCCC Technology Needs Assessment (TNA) approach. The role will be based in Asunción on a hybrid schedule and will run for four months.

Key responsibilities

• Conduct technical analysis of AFOLU technologies, gaps, barriers and enabling conditions.
• Engage stakeholders, including the Ministry of Environment and Sustainable Development and UNEP technical teams, to gather inputs and ensure participatory planning.
• Develop a Technology Action Plan (TAP) with priority actions, institutional arrangements, timelines, financing options and cooperation opportunities.
• Prepare preliminary concept notes for priority technologies.
• Coordinate closely with the Mitigation and Adaptation Specialist Consultants to ensure coherence with Paraguay’s climate strategies.

Required profile

• Proven experience in climate change mitigation or adaptation, particularly within the AFOLU sector.
• Familiarity with Nationally Determined Contributions (NDCs) and the UNFCCC TNA methodology.
• Strong analytical abilities and experience in drafting technical reports and action plans.
• Ability to work collaboratively with government agencies, international organisations and multi‑stakeholder groups.
