Legal and Regulatory Specialist Consultant - Renewable Energy

About the role

The Global Green Growth Institute (GGGI) in Paraguay, funded by the Climate Technology Accelerator Fund (CTAF), is hiring an individual consultant (deliverable) to provide technical assistance to the Vice Ministry of Mines and Energy (VMME). The consultant will help design a legal or regulatory instrument that creates the enabling conditions for solar and wind energy projects, based on an analysis of legal, regulatory and institutional gaps. The assignment ends on 31 December 2026; applications close on 29 October 2026.

Key responsibilities

• Review the legal, regulatory and institutional framework for non-conventional renewable energy in Paraguay, including Law No. 7,599/2025 (ERNC Law).
• Identify regulatory barriers, institutional gaps and priority legal instruments needed to advance solar and wind energy policies.
• Develop a preliminary proposal for a legal, regulatory or administrative instrument addressing the priority gap identified by the VMME.
• Hold technical consultations with the VMME, other public institutions and stakeholders, and develop regulatory measures to strengthen the investment environment.
• Produce a work plan, a regulatory gap analysis, a draft legal document incorporating VMME comments, and a regulatory action plan.

Required profile

• Master's degree in Law, Public Policy, Public Administration, Economics, Energy Policy, Environmental Law, Regulatory Affairs or a related field; additional specialization in energy regulation, environmental governance, climate policy or sustainable development is an asset.
• At least 5-8 years of professional experience (7 years preferred) in legal, regulatory, public policy or institutional affairs.

What we offer

• Individual consultant grade 4 on the GGGI consultant scale.
• Payments of 40% and 60% against the two deliverables, approved by the VMME and the GGGI Project Manager.
