Country Program Support Consultant

About the role

The Global Green Growth Institute (GGGI) seeks a Country Program Support Consultant to strengthen the Paraguay Country Office’s portfolio development and resource mobilization. The consultant will work closely with the Ministry of Economy and Finance and other stakeholders to plan, implement, and follow up on workshops and strategic activities.

Key responsibilities

• Conduct a concise capacity and gap assessment to identify strengths, comparative advantages, and development needs for portfolio growth.
• Assess GGGI Paraguay’s value proposition and map thematic areas where new initiatives can be developed.
• Map relevant donors, financing facilities, development partners, and other potential funding sources aligned with national priorities.
• Support the development of selected opportunities through background research and initial project development tasks.
• Establish a simple internal process for identifying, sharing, assessing, and following up on new portfolio development opportunities.
• Plan and coordinate workshops and strategic meetings, including participant selection, agenda design, methodology, and required inputs.
• Prepare concept notes, presentations, briefing notes, facilitation materials, and other substantive inputs for events.
• Document discussions, recommendations, decisions, and commitments; produce workshop summaries, action matrices, and follow‑up reports.

Required profile

• Master’s degree in economics, environmental engineering, international development or a related field, or equivalent experience.
• 5–8 years of relevant experience, including donor mapping, funding landscape analysis, partnership mapping, and supporting workshops or stakeholder engagement processes.
• Previous experience working with the Ministry of Economy and Finance or international organizations is valued.
• Strong understanding of Paraguay’s climate change plans and objectives.
• Fluency in Spanish and English.
