Construction Procurement Manager

About the role

Utopia is seeking a Construction Procurement Manager to lead the full tendering process for its luxury hospitality construction projects. Working closely with project managers, design and estimating teams, you will ensure competitive, well‑documented bids and select the right contractors for each build.

Key responsibilities

• Assemble complete tender packages (drawings, Bills of Quantities, contract drafts, RFPs) together with project, design/technical and estimating departments.
• Build and maintain long‑lists and short‑lists of potential contractors per trade, expanding the contractor database through market research and networking.
• Issue RFPs/ITTs, manage contractor queries and clarifications, and keep an audit trail of all tender correspondence.
• Coordinate site visits, collect quotations and follow up to ensure complete, comparable, on‑time submissions.
• Negotiate commercial terms, pricing and key contract conditions with shortlisted contractors.
• Prepare bid comparison tables with the estimators and present clear recommendations for contractor selection.
• Support handover from tender award to contract execution for project managers and procurement teams.
• Maintain tender registers, trackers and files in an organized, auditable manner.

Required profile

• Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, Architecture or a related field.
• 5 to 10 years of experience in tendering, procurement or construction contracting.
